Experts urge Lembaga Tabung Haji to strengthen communication and outreach
Experts have advised Lembaga Tabung Haji (TH) to strengthen open communication and expand outreach programs to explain governance reforms and its financial position to depositors to increase confidence in the institution.
Dr. Mohd Kamarul Amree Mohd Sarkam, a senior lecturer at Universiti Pertahanan Nasional Malaysia (UPNM), stated that consistent communication via digital platforms is important to demonstrate TH's commitment to addressing weaknesses and implementing governance reforms. He noted that digital communication should be utilized as many depositors belong to the millennial and Gen Z demographics who are active on social media.
“TH needs to explain the seriousness of the institution in correcting mistakes and performing governance reforms. A digital communication approach can help restore public trust,”
Dr. Mohd Kamarul Amree also suggested a complete overhaul of TH governance, including appointing experienced experts and technocrats in management and business, and ending political appointments in top management. He recommended that TH be managed by non-partisan individuals with expertise. Furthermore, he advised that amendments to the TH Act recommended in the Royal Commission of Inquiry (RCI) report be implemented and that the management of TH financial funds be placed under the Minister of Finance.
Dr. Mohd Afzanizam Abdul Rashid, Chief Economist at Bank Muamalat Malaysia Bhd, said TH must convey clear messages that the RCI's improvement recommendations have been implemented to strengthen the institution's financial position. He suggested TH could conduct outreach programs, such as face-to-face public dialogue sessions in districts, to provide clarity to depositors.
The RCI report regarding TH, made public on July 29, recorded various weaknesses in management and governance for the period of 2014 to 2020 and provided 25 recommendations for improvement.
