House lawmakers discuss flood control funding in 2027 national budget
House lawmakers on Monday discussed the potential inclusion of flood control projects in the proposed 2027 national budget following the submission of the ₱7.2-trillion National Expenditure Program (NEP) to President Ferdinand "Bongbong" Marcos Jr. by the Department of Budget and Management.
House Deputy Speaker Paolo Ortega stated that funding for flood mitigation infrastructure projects is important, noting that there have been no such projects for nearly a year. Ortega suggested using technology such as drones and Project NOAH, which maps high-risk areas for floods, landslides, and storm surges, to identify implementation sites. He noted that priority should be given to areas in the red and orange zones of Project NOAH.
House Deputy Speaker Janette Garin said that while flood control projects should not be abandoned, people must remain vigilant. Allocations for locally funded flood control projects were removed from the 2026 budget following the discovery of substandard and ghost projects.
Marikina City Representative Miro Quimbo said that flood control programs helped make Marikina safe, but emphasized that implementation requires transparency.
"Flood control by itself is not necessarily bad but it is how you implement it."Quimbo noted that safeguards have been implemented to identify who proposes budget amendments to ensure accountability.
ACT Teachers Party-list Representative Antonio Tinio argued for a change in how these projects are funded. Tinio suggested that instead of splitting funds into small pieces across districts, projects should receive whole, multi-year funding to avoid incomplete works. He also raised concerns regarding whether returning funds to flood control would reduce budgets for social services like education and health.
